Vandalia restricts public access at all City Buildings

Effective at Thursday, March 19, 2020 at 5 p.m., all City of Vandalia buildings are temporarily closed to public.
In accordance with Governor Mike DeWine’s Executive Orders and guidance from Public Health – Dayton & Montgomery County to protect both the public and city staff from the community spread of the coronavirus (COVID-19) all City of Vandalia buildings and facilities will have restricted public access beginning 5:00 pm, Thursday, March 19, 2020.
The City of Vandalia asks residents and businesses who normally visit our City buildings for service to conduct their business online at or over the phone.
In order to continue to provide services to our residents and businesses, the following procedures will be followed until further notice.
Municipal Building – closed to the public until further notice
City Manager’s Office – The City’s Manager’s Office is open from 8:00 am to 5:00 pm Monday through Friday. Anyone requiring assistance may contact the office at 937-415-2258.
Human Resources – Please view our website at for full-time and part-time job openings and application instructions.

Full Time Application Process

  • To apply to full-time positions, go to the “Jobs” tap at the top right-hand side.
  • All available job openings will be shown there.
  • Next click on “View Details” for that position. The job description will be shown.  Tab down to the bottom of the job description and hit “Apply Now” to apply to the position.
  • Complete the “User Profile” page. Candidates will create a “Username” and “Password” to complete the application process.
  • Once the application process is complete, candidates will receive an email confirmation that states, “Their application information has been received”.

Income Tax – The Income Tax office is open from 8:00 am to 5:00 pm Monday through Friday. You may contact them for assistance at 937-415-2240, use the utility billing window, or use the 24-hour drop box located on the south side of the Municipal Building. You can email tax documents to to submit tax returns or for filing assistance. E-filing is also available at

Utility Billing – You can contact the Utility Billing office at 937-415-2231, Monday through Friday from 8:00 am to 5:00 pm, use the utility billing window, or use the 24-hour drop box located on the south side of the Municipal Building. Payment can also be made online at

Development and Engineering Services – Anyone needing assistance with a building permit, building inspection, or zoning permit can contact the Development and Engineering Services Department at 937-898-3750 between the hours of 8:00 am and 5:00 pm, Monday through Friday. All permit applications are available online at All permit applications are encouraged to be submitted electronically. Please call first before submitting electronically for additional instructions. However, in person meetings can be scheduled by appointment only. On-site inspections will be limited to life-safety inspections only.


City Council Meetings

At this time City Council meetings in the Municipal Building remain open to the public. However, should the State or County impose meeting, quarantine (including self-quarantine) or travel restrictions during this state of emergency, Vandalia City Council may conduct its public meetings without the physical presence of all council members through the Remote Meeting process. Should that occur additional information will be provided to the public.

Recreation Center – closed to the public until further notice

This closure includes all programs and facility rentals. For questions regarding memberships, programs or facility rentals the Rec Center can be reached at 937-890-7709.

Senior Center – closed to the public until further notice

Police Department – public access is limited to entrance lobby only

Anyone contacting the 911 dispatch center for assistance will be asked a series of screening questions covering respiratory illness, flu like symptoms, and/or travel outside of the United States. This information will be used so that first responders can take appropriate protective precautions when responding to a call for service.

Offenses of a minor nature that do not require an officer to physically respond to the scene will be handled over the phone.

Fire Department – public access is limited to the entrance lobby only from 8:00 am to 5:00 pm, Monday through Friday

Cassel Hills Golf Course

Cassel Hills Golf Course will remain open until further notice. Entrance to the club house is limited to the two upstairs entrances. The dining room is closed.  The snack bar will serve only pre-packaged snacks.

Only one rider per cart will be permitted following the guidance of the CDC for social distancing.

Public Works Facility – closed to the public until further notice

Anyone needing assistance from the Public Works Department can contact them at 937-415-2349 between 7:00 am and 4:00 pm, Monday through Friday.
