Traffic Safety Program
DO NOT pay your citation on-line if you are eligible for the Traffic Safety Program (TSP).
YOU ARE NOT ELIGIBLE IF YOU HAVE OR HAVE HAD A COMMERCIAL DRIVER'S LICENSE (CDL)
Upon successful completion of the Traffic Safety Program, your case will be dismissed. No record will be sent to the BMV and no points will be assessed to your driving record.
The cost of the court traffic safety program is $165.00 payable to the Vandalia Municipal Court, and is non-refundable. The cost of the online traffic safety class is $24.95. Class information will be provided to you upon receipt of your $165.00 and Conditional Guilty Plea Referral and Entry form.
You must complete the online traffic safety class AFTER you have formally entered and paid for the Traffic Safety Program. You will be provided this information by the court.
Print the Conditional Guilty Plea Referral and Entry form, complete and sign it. If mailing the form, enclose a $165.00 money order made payable to Vandalia Municipal Court. Mail to Vandalia Municipal Court, P.O. Box 429, Vandalia, OH 45377. The court does not accept personal checks. To apply and pay electronically, you must contact the court during our normal business hours to arrange payment with a credit card through our website. The court will accept filing of the Conditional Guilty Plea Referral and Entry form by fax at 937-898-6648 or by selecting the "Contact Vandalia Municipal Court" to email your form to the court.
NOTE: You cannot take the online class until the court has received your signed Conditional Guilty Plea Referral and Entry form and your payment of $165.00.
Remember, you are responsible to successfully complete the online program in 45 days.

PROGRAM OVERVIEW
The Traffic Safety Program (TSP) enables approved defendants, who have voluntarily entered a Plea of Guilty to a minor misdemeanor traffic citation issued within the jurisdiction of the Vandalia Municipal Court, to have their cases dismissed upon successful completion of the Program and payment of the Program fee.
Eligible defendants have an opportunity to take an online class approved by the Vandalia Municipal Court. The class will provide helpful driving tips on a variety of topics related to the safe operation of a motor vehicle. Upon successful completion of the TSP class, and documentation submitted by the online course, the Court will dismiss the traffic case resulting in no points on the defendant's record.
The Prosecutor's Office or the Court may review and refer cases to determine eligibility for the Traffic Safety Program. The minimum criteria for participating in the Traffic Safety Program are:
- A two-point minor misdemeanor traffic violation with no accompanying criminal charges (Reckless Operation with approval by a Judge, Magistrate, or Prosecutor)
- The traffic case does not involve an accident or property damage
- The defendant has not participated in the Traffic Safety Program within the last 24 months
- A valid driver's license at the time of the plea
- DOES NOT HAVE OR HAVE HAD A COMMERCIAL DRIVER'S LICENSE (CDL)
THE STEPS OF THE TRAFFIC SAFETY PROGRAM
- Defendant is referred for the Traffic Safety Program by the Prosecutor or the Court
- Defendant is advised of the terms and conditions of the Traffic Safety Program
- Defendant enters a conditional guilty plea and signs the form agreeing to participate in the Traffic Safety Program
- The Court Stays Defendant's Sentence of Fines and Costs
- Defendant pays the $165 TSP fee within 30 days; Note: you cannot register for the online class until this fee has been paid to the Court
- After paying the TSP fee, Defendant successfully completes the TSP online class within 45 days
WARNING
NO CONTINUANCES WILL BE ACCEPTED AND NO REFUNDS WILL BE GIVEN FOR FAILED TSP CLASSES. THE $165 TSP FEE IS NON-REFUNDABLE.
FAILING TO COMPLETE THE TRAFFIC SAFETY PROGRAM
- Defendant fails to pay the $165 Traffic Safety Program fee within 30 days;
- Defendant fails to successfully complete the online TSP class within 45 days after payment of the program fee.
CONSEQUENCES OF FAILING TO COMPLETE TRAFFIC SAFETY PROGRAM
- Conviction will be forwarded to the Bureau of Motor Vehicles, where points will be added to the defendant's driving record;
- Failure to pay program cost will result in your owing fines and court costs in an amount equal to what is normally processed by the waiver bureau
- Non-payment of fines and court costs will result in a warrant block or non-resident violator compact suspension being issued after the 45 days have passed, which prohibits you from renewing your operator's license and/or vehicle registration
